The man, who calls himself Moses-Peter, has spent years perched on a bench between Torquay and Paignton in Devon.
Every day he dons beads and a headband and sits by the A3022 waving at passers-by for hours at a time, reports the Daily Telegraph.
Motorists have now set up a Facebook site called "Strange Old Man Who Sits On A Bench On The Road Between Torquay And Paignton".
The site has attracted nearly 7,000 followers from around the UK - many of whom have seen him while on holiday.
Estate agent Keith Bowden said he often sees the man - who never seems to tire of waving and is always smiling.
He said: "He seems to be one of life's eccentrics but he seems publicity shy. No-one knows a thing about him but most people wave back, and drivers beep their horns."
Fan Kelly Child said: "It gives me an overwhelming sense of happiness when he waves at me. This man is, somehow, magical."
Another fan Mags Powell added: "He's delightful. A man who seems truly happy in his own skin, with a smile and a wave for everyone. Long may he carry on."
The mystery man has refused to comment other than to proclaim: "I am spreading a message of joy, love and happiness."
